The Millbank Estate in the heart of Westminster is located next to the Tate Gallery (Tate Britain). The Houses of Parliament, the River Thames and creative organisations like Chelsea College of Art & Design, Channel 4 TV and Burberry are neighbourhood stakeholders as are many Government ministries.

The Estate is made up of seventeen beautiful, Grade II listed, red-brick arts and crafts mansion blocks (with 561 individual flats) and was commissioned by the London County Council (LCC) between 1897 and 1902. It is managed on behalf of Westminster City Council by MEMO, a not-for-profit Tenant Management Organisation (TMO), owned and managed by the residents of the Estate.

MEMO is Westminster’s leading TMO and has a reputation for delivery of increasingly high quality services (ISO9001 accredited) and complete community participation in its long and successful partnership with Westminster Council. MEMO is also an Executive Board member of the NFTMO. A senior advisor to the Minister of Housing stated that “Millbank Estate is the big society at work”.

The Post

MEMO is looking to appoint an Estate Director or Manager. The level of the appointment and the salary will depend on the expertise and experience of the successful candidate. The Estate Director / Manager will be the most senior staff member and accountable to the management board for exemplary delivery on an annual management allowance in excess of ?600,000.  The Estate Manager is responsible for running the day-to-day business within agreed budgets, in a timely fashion and in accordance with the MMA, the Board’s business plan and vision. The successful candidate will have excellent people skills to support 9-11 staff in their delivery of highest standard services to residents, and to manage, motivate and further develop a committed MEMO team. Experience of working in social housing with a mix of tenants and leaseholders and a familiarity with housing law and issues are essential. The successful candidate will have a flexible and organised approach to dealing with problems as they arise, combined with previous managerial experience.

•    Expertise in managing relationships with residents (tenants and leaseholders)
•    Excellent staff management and development skills
•    Experience with delivery on a wide-ranging Modular Management Agreement (MMA)
•    Experience in housing management
•    Good understanding of major repairs issues, expertise in managing minor repairs and preventive maintenance.
•    Experience in working with a volunteer Management Board
•    Relevant budget management and contract tendering experience
•    Ability to work independently and collaboratively
•    Good managerial and administration skills, with an eye for details

•    Expertise in managing relationships with residents (tenants and leaseholders)
•    Experience of housing issues and law
•    Good quality  literacy, numeracy skills
•    Excellent ITC and communication skills
•    Qualification in housing or equivalent management qualification
